More Advocacy Needed to Stop Massive State Budget Cuts for Human Service Programs

Issue

Because the General Assembly and Governor Quinn failed to agree on revenue increases, the General Assembly passed a budget for the next fiscal year, beginning July 1, that includes devastating cuts to human service programs.

Background

This happened despite the fact that it's been know for a long time that unbalanced budgets, shrinking revenue, and cash-flow problems were resulting in unparalleled payment delays and serious threats to vital services in Illinois.

Unless during the next few weeks a super majority of legislators can come to an agreement with Governor Quinn about how to raise additional revenue, state funding for human services will be cut by 50% or more.

Specific programs that serve people who are homeless or at-risk of homelessness that would be cut by 50% or more include:

1. The Homeless Prevention Program that provides one-time grants to people to help them avoid or end homelessness.
2. The Emergency Food and Shelter Program for individuals and families who are homeless.
3. Homeless Youth Services that funds shelters for unaccompanied youth.
4. Social services for people who used to be homeless but now live in supportive housing.

Increasing the state income tax to 5% from 3%, combined with tax relief targeted at those with the lowest incomes through expanding the Earned Income Tax Credit, will increase the sustainability and fairness of our state's tax system and preserve the programs that vulnerable people depend on every day.
